QCF and the Personal Learning Record
The Learning and Skills Councils, and from April 1, its successor organisations the Skills Funding Agency, have been remitted by Ministers to take forward the design, delivery and implementation of an enhanced Personal Learning Record across England, Wales and Northern Ireland, as part of the implementation of the Qualifications and Credit Framework, which was announced in November 2008 .
