Qualification and Framework Reform

The LSC is committed to raise the skills of the nation, giving employers and individuals the skills they need to improve productivity, employability and social cohesion.  

This website contains information on work being taken forward by the LSC to drive forward the implementation of the Qualifications and Credit Framework (QCF), which supports the LSC's commitment by increasing the choice of individuals.

The programmes of work are:

• UK Vocational Qualifications Reform Programme: through this programme the LSC leads on aligning planning, funding and performance arrangements in England to the QCF
• Foundation Learning Tier Programme: the LSC and the Qualifications and Curriculum Authority jointly lead on this Engalnd only programme, which will develop a more focussed and strategic approach to qualifications accredited at Entry and Level 1 of the QCF
• QCF Service Layer: the LSC is implementing the 'Service Layer' across England, Wales and Northern Ireland, which will support credit transfer within the QCF
